On a steamy Saturday morning, several people stood watching as an excavator crunched into a dilapidated, abandoned building on a quiet neighborhood street.

Thanks to the Magnolia Citizens Police Academy Alumni Association (MCPAAA), the demolition at 158 Roy Street was finally taking place, as a result of volunteer efforts from businesses and citizens.

The MCPAAA was originally formed by Magnolia Citizens Police Academy graduates, and Williams Elementary teachers, Jill Gabriel and Summer Foltz. They approached Magnolia Police Chief Domingo Ibarra about projects that might build a stronger bond between citizens and the police department. He immediately suggested they try to find a way to demolish the Roy Street structure. It had long been a problem for the city because of code enforcement violations, but Ibarra was reluctant to take the property owner to court due to extenuating family circumstances.

“The ladies (Gabriel and Foltz) felt this project was out of their league, but I knew this group would find a way to do it -- and they did,” said Ibarra. “Now we know what they are capable of.”

The MCPAAA rallied a group of volunteers and engaged the services of local businesses. The demolition, was first scheduled for early July, but was delayed because of heavy rains that affected the area. On Aug. 4, the project got off to an early morning start. DLG Timber and North Houston Trucking provided the heavy equipment, WCA provided debris removal and Texas Star Propane disconnected the gas lines and removed the propane tank on the property -- all free of charge.

Many residents on Roy Street came out to support the effort, happy to have the dangerous structure eliminated.

The MCPAAA will be tackling other similar projects in the near future.

“We have other unsafe structures to raze and want to begin some projects for our senior citizens,” said Gabriel. “The Magnolia Citizens Police Academy taught us how we can get involved in the community and help make a difference.”

Magnolia residents who are at least 18 years of age can participate in MCPAA projects, and will soon be able to view information about upcoming events online on the Magnolia Police Department website at www.cityofmagnolia.com. A new Citizens Police Academy will begin starting Sept. 6. Classes run from 6 to 9 p.m. for a nine week period and are free of charge. Class size is limited, so officials say that those interested should call the police department office at 281-356-2500 soon to apply.

It’s been a year since the City of Magnolia passed an ordinance against texting while driving within the city limits. According to Sgt. Silliman of the Magnolia Police Department, this ordinance is doing its job while making the city’s streets safer.

“There has been a 54 percent decrease in the number of auto crashes since the ordinance was passed last September,” said Silliman.

Silliman contends that thhis is a pretty important statistic because the National Highway Traffic Safety Administration (www.nhtsa.gov) sited the death of more than 3,000 people nationwide because of texting and driving, or one in ten traffic fatalities, in 2010.

Silliman would like to remind people that the ban on texting while driving still stands within the city limits. So far this year, 34 citations have been issued. Several other Texas cities prohibit texting while driving,, but so far this legislation has not been passed to extend such a law to the entire state. Texas is one of only 11 states without a ban on text messaging.

Driving near schools is an exception. The use of communication devices while driving in a school zone (this includes both texting and talking) is against the law statewide. Additionally, novice drivers in their first 12 months behind the wheel are prohibited from using cell phones for text or voice communication.

“Tragically, a lot of people think it’s harmless to text and drive,” Magnolia Police Chief Domingo Ibarra said. “We have had several fatal traffic accidents in Montgomery County that were due to texting and driving. The Magnolia ordinance is a benefit because once people realize texting and driving is illegal, it does get their attention and they tend to be more careful.”

Magnolia Mayor Todd Kana agreed.

“This ordinance was a move in the right direction," Kana said. "I have heard nothing but positive feedback from residents. As a smartphone user myself, I know it is easy to get distracted by these devices. When people know about the law, it is easier for them to stay focused."

A train plowed into a trailer carrying specialized oilfield equipment to Mexico, the afternoon of Mar. 4, backing up traffic in all directions around Magnolia.

According to the Magnolia Police Department, the trailer was waiting on the tracks for workers to help it clear the overhead railroad signal on FM 1488, when the train came down the tracks.

No one was injured.

Magnolia Police Executive Officer J.K. Seangal said the tracks were blocked at FM 1488 and FM 1774 until around 9 p.m. He said they were dispatched to the scene just before 3 p.m.

"Union Pacific called a company that brought out a crane type piece of equipment that was able to remove the container holding the equipment being transported," he said. "We then called in some heavy tow trucks to remove the trailer."

The trailer was cut in half by the force of the impact.

Witnesses to the event say that they heard workers yelling for the truck driver to move, but the driver apparently did not speak much English and did not understand. That's when one of the workers grabbed the driver and pulled him from the truck at the last minute.

The force of the crash even tore the side of the train's engine off.

With so much heavy equipment involved, police had to look for creative ways to get traffic flowing again.

"We were able to keep traffic moving through the area through detour routes," Seangal said.

The entire scene was cleaned up and the equipment was all moved out of the area late the next morning.

A video of the crash, taken by Magnolia resident Kandi Edwards made the rounds nationally and can be seen on our website, www.tribunenews.com.
