RIO GRANDE CITY, Texas (AP) — Officials from a U.S. agency that monitors the U.S.-Mexico border are to explain why they're allowing construction of border fence segments in the Rio Grande flood plain.

The explanation will come at a South Texas citizen forum Wednesday evening in Rio Grande City.

Earlier this year, the U.S. side of the International Boundary and Water Commission withdrew its objection to border fence construction in the flood plain, finding it wouldn't obstruct the flow of the Rio Grande significantly.

The decision potentially affects about seven miles of fencing planned in the flood plain. U.S. Customs and Border Protection says there are no immediate plans to build the segments because funding doesn't exist, but Mexico argues the fencing would violate a treaty and deflect floodwaters to its side of the river.

A federal court in Washington on Tuesday found evidence of discrimination in new Texas voting maps drawn by the state's Republican-controlled Legislature. Here's a quick look at the decision:

THE ISSUE: The U.S. Department of Justice requires Texas and eight other states with a history of racial discrimination to submit changes to voting maps for review. Rather than seek clearance through the DOJ, Texas asked a federal court in Washington for approval. On Tuesday, the court rejected the maps.

THE DECISION: In a 154-page opinion, the court said the state failed to prove that the maps weren't redrawn with the intent to discriminate. The judges said they found evidence of discrimination in the maps, noting that black congressional members had economic drivers such as sporting arenas carved out of their districts while "no such surgery" occurred in districts with white incumbents.

WHAT'S NEXT: The ruling isn't expected to affect the November elections. Texas Attorney General Greg Abbott is vowing to appeal to the U.S. Supreme Court, since the state argued that the lines were legally drawn in ways to be favorable to Republicans but not with intent to discriminate.

BAYTOWN, Texas (AP) — Police say a Houston-area man suspected of raping a delivery woman was caught after returning to a pizza place where he earlier allegedly stole food.

Baytown police say alert employees recognized the man.

Harris County Jail records show 20-year-old James Jackson of Baytown was being held Wednesday on charges of aggravated sexual assault and aggravated robbery. Online records did not list an attorney for Jackson, who's held on $60,000 bond.

Investigators say a Domino's Pizza delivery woman was robbed and raped May 28 by a man who jumped into her vehicle. She recognized him as a man who days earlier stole some wings.

Employees called police on Sunday when Jackson showed up and allegedly tried to order more wings.

Jackson is also suspected in a June convenience store robbery.

Arkansas and Texas A&M have agreed to play their Southwest Classic series at Cowboys Stadium in Arlington, Texas, from 2014 through 2024.

The game is being played at campus sites this year and in 2013 after three years in the Dallas suburb. The new agreement, announced Wednesday, amends the existing contract through 2018.

The Razorbacks have won all three previous Southwest Classics. The two teams are now SEC rivals.

TAMPA, Fla. (AP) — Former Secretary of State Condoleezza Rice says the voice of the United States in world affairs "has been muted" under President Barack Obama, creating a chaotic and dangerous security environment.,

Rice, who speaks Wednesday night to the Republican National Convention, sought to tout Mitt Romney's foreign policy credentials.

She tells "CBS This Morning" Romney "would understand American exceptionalism and would not be afraid to lead from the front." Rice says the election is about "the future of American leadership" in the world. She says U.S. policy on Syria has been ineffective. Asked what she thinks President Barack Obama has done wrong, the former Bush administration official says Washington has been losing influence around the world because Obama has repeatedly demanded that Syria's Bashar Assad step aside and nothing has happened.
