In the City of Magnolia’s May municipal elections, three contested races, including the Mayor’s office and two council seats, will be on the ballot.
Two candidates squaring off for Position 4 on the council, Dave Sutherland and Buhrl “Jody” Sanders, shared their thoughts in interviews with the Tribune on the city’s current financial woes, capital projects like Unity Park and The Stroll and what they will contribute to the city if elected. Both candidates said they’d like to see the city get back in shape financially. “We need to go back to mayor and city council form of government and eliminate the city administrator or city manager,” Sutherland said. “We need the mayor and city council to be responsible for the day-to-day activity happening in city hall.” He added that he believes changing the type of government will help the city run better financially and as a whole. Sanders, on the other hand, said he thinks the keys to fixing finances are annexation, making sure there are quality employees and staying informed on what’s going on in all parts of city hall. “This mayor and city council need to keep a lot better track of what’s going on in each department, what each employee is doing, what they’re assignment is and make sure they’re not straying from that,” he said. He said voluntary annexation would be the best option because it would help bring in more money to the city through sales taxes, but would also be a more resident-pleasing option than forced annexation. The two candidates also weighed in on major city projects such as Unity Park and The Stroll. Sanders acknowledged that though both Unity Park and The Stroll were voted on before he was on the council, he thinks they’re both good for the city. “It’s a real good thing for the city, especially to have the park,” he said. “The Stroll, that’s a nice little thing, but before we start any more projects like that we need to get the city back on track with its finances, even though those did come from 4A and 4B, which the city has no control over.” He added that the projects don’t hurt the town and “won’t do anything but help it.” Sutherland was cautious about the financial implications the projects could or could not have. “I think the Stroll looks nice, I don’t see how it’s going to generate sales tax revenue,” Sutherland said. “I forsee expenses — there will be a utility bill for lights put there.” He added that maintenance costs could be a factor if the city has to pay them rather than 4A or 4B. “I’m very pleased with the way it looks,” he said. “I just don’t think it is going to generate any meaningful tax revenue, especially since we spent half a million to build it.” He echoed a similar sentiment regarding Unity Park. “Here again it’s another nice thing to have, but that’s not going to make people come in the city limits and put up a big grocery store just because a park is there,” Sutherland said. Sutherland said his main platform in the campaign is “controlled spending.” “I think we have enough money to work with, we just have to be careful spending it,” he said. “The function of a municipality is to provide water, roads and code enforcement. That’s what we need to do. I just don’t think we’re in a financial position to pursue all these things.” He said if elected, he would bring in years of experience, an open mind and strong beliefs about government transparency. “If someone wants information from city hall I think people ought to share that information with citizens,” he said. “If someone asks me a question, I’m going to try to get them the answer.” Sutherland added that he’d like to see a judge back in the court as a head of the department and he praised the city’s code enforcement officer, saying “he’s cleaned a lot of stuff up” and that the city “needs more of that.” As for Sanders, he said one of the main things he’s running on is “honesty and integrity.” “I’m really I’m really interested in getting the city back on track as far as money is concerned and I’m interested in attracting new business,” he said. “When money becomes available, fixing and re-paving streets and making sure our citizens have good city services.” He said he is most interested what the residents want. “I’m for what benefits all the citizens,” he said. “If the citizens vote yes, we do yes; if they vote no, we do no. That’s just the way a democracy works.” Sutherland and his wife, Judy, have four grown children and have lived in Magnolia for the past 20 years. He previously served on the Magnolia city council for about 9 years. Sanders and his wife have lived in Magnolia for 21 years and also have four grown children. He has not served on the council previous to last year. He currently holds the position 4 seat on the council. Election day is May 8. Comments like that is part of the reason people are pushed away from politics. That is a cla*sic example of distorting the facts and misleading people. I will vote for Jody Sanders. He doesn’t have anything to gain from serving on City Council. His only benefit is serving his local community. And I appreciate his honorable service.

So what you are saying is that the people you elect should not be held accountable for the taxpayer money? The city has a negative financial balance,that's a FACT not a distortion. If you like having a city in financial trouble you should cast your vote for Mr. Sanders. Thank goodness we still live in a free country that allows you the choice to vote for Mr. Sanders.

You know I really hate to see folks post comments and hide who they are. Save Magnolia? Stop being a coward and tells who you really are. I am not a coward as you can see who I am.As for Sutherland he does not need to be a part of the council. Why? Because he is not even knowledgeable enough to know that 4A money cannot be spent on road maintenance. He is purposely trashing up a lot he owns that fronts the new Stroll because of the grand opening that is coming up. His gang and Purvis's gang have stolen 30 of Patsy Williams yard signs to zero of any of the opponents signs being stolen. It's just too bad that Patsy Williams is as sweet as she is. I would be raising hell to get some county or state officials to investigate this. And Purvis has the gall to trespa*s on Patsy Williams property and post signs for her opponent. But hey be chicken and hide behind some phony non existent name Mr. or Mrs. Save Magnolia. By the way that is what we are trying to do here is save Magnolia. Oh and by the way Mr. Southerland, we citizens of Magnolia deserve to have a nice city park just like most every other city has!

How great of you to decide who is a coward and who isn't. It is clear that you do not read many newspaper public comment sections, if you did you would know that probably 97% of the people use screen names. To each his own, even though it would appear that you are clearly upset about posters names. While you seem to be upset with me or other posters that you don't agree with it is interesting that you appear to be certain about the stolen sign issue. Since you seem to have the facts on the stolen signs have you contacted the police about this matter, or better yet why don't you get the county or state to investigate? Saving Magnolia are you? You might want to start with the fact that Magnolia has no money. Doesn't a city in deficit concern you at all Patrick? Have a great day Patrick!

Patrick Colson .... I use my own name and defiantely know who you are and also your wife if she's still with you .. It's easy for you to make a comment since you live in Williams house, on her property, do her yard work, keep her house and earn your living there .. I helped you get the job if you'll remember and doubt very seriously if you've ever picked up a paper or turned on a computer ... Magnolia Police Department took a report this past Monday when the signs were stolen from Commerce and Sanders but they are back up and under a very watchful eye... The signs were also recovered the same day in the same vehicle that witnesses saw take the signs ... Keep doing you work and perhaps you won't be terminated like you were out here and have a good day ...

Jeri, I have no beef with you. However lets get some facts straight. My wife and I got this living/working arrangement on my own by replying to an ad that Patsy had place in one of the local newspapers. Patsy gave my wife and I the position upon our first meeting and later that day or the next day I told you about it. I know that after the fact you put in a good word for us to Patsy and I am grateful for the endorsement. BUT YOU DID NOT GET THIS JOB for me (if you want to call it that).I do not do her yard work. I perform odd jobs as they come up. I work a full time job that I have just recently been blessed with.
Yes I am concerned about some of the things you mention. I certainly did not agree with the lay-off of a certain employee who only needed a few more weeks to receive all of her accumulated unused sick pay. And Patsy knows where I stand on that issue. I am in no way trying to defend anything that has occurred in city hall. However I have always detested dirty politics and foul play. People who act this way do not belong in city hall. Stealing re-election yard signs is dirty and business and just plain cla*sless! Walking onto the Williams property and placing her opponents signs on her yard is about as low as you can get. I have not heard of Chris Meyers yard signs disappearing have you? If you have then please tell me. Yeah Yeah saving Magnolia sounds good but you know what sounds better? Fair Play! Finally dear Mr. or Mrs. Save Magnolia, you are right I don't read too many comment sections in the local newspapers. I am more interested in reading about the loss of live due to earth quakes all over the world, crime, unemployment, terrorism and the over all sad state of affairs in this country. But what I am trying to say is this. If you are going to go on the record and criticize someone then please have the courage to let yourself be known!

Here is a newsflash for everyone! Just about every state, county and municipality are currently dealing with budget deficits .
Here is another important newsflash! Money that comes from 4A economic development sales tax cannot be used for just whatever happens to come to mind. State law has very narrow guidelines and definitions concerning the usage of these funds. I hate to say this but I think most people would agree, the "City of Magnolia" is not a very attractive town. And due to it's structure and the way it is all laid out there just does not seem to be much you can do to improve it. So I am glad to see that there is someone that came up with an idea such as "The Stroll"! It is attractive and well done. The money that was used for it could not be used to help the city's deficit or help save jobs. Below I have cut and pasted an excerpt from which if you will read will help you to become more knowledgeable concerning 4A Sales Tax funds. §4A Sales Tax The tax is primarily intended for manufacturing and industrial development, and cities may use the money raised by this sales tax to acquire or pay for land, buildings, equipment, facilities, expenditures, targeted infrastructure and improvements for purposes related to: * manufacturing and industrial facilities, recycling facilities, distribution centers, small warehouse facilities; * research and development facilities, regional or national corporate headquarters facilities, primary job training facilities for use by institutions of higher education, job training cla*ses; telephone call centers; and career centers that are not located within a junior college taxing district; * a general aviation business service airport that is an integral part of an industrial park; * certain infrastructure improvements, which promote or develop new or expanded business enterprises; * port-related facilities to support waterborne commerce; and * maintenance and operating costs a*sociated with projects. After a public hearing and voter approval, §4A corporations may use their revenue to undertake projects eligible under §4B, without voting to abolish the §4A tax and impose the §4B tax. The law specifies the §4A corporation’s requirements for publishing notice of a proposed §4B project and the procedures for holding at least one public hearing on the proposed project before the election. The ballot must clearly describe the §4B projects that will be funded from the §4A tax. §4A corporations may, following a separate election to gain voter approval, spend §4A sales tax to clean up contaminated property. A corporation created under §4A cannot a*sume, or pay principal or interest on, debts that existed before the city created the corporation.

If you drive down Nichols Sawmill Rd in the afternoon. Almost every day of the week you will see the Magnolia Elementary School grounds being used to it's full extent! Year around parents and their kids practicing for different sports and kids playing. And all this with little available parking.
At the same time at Magnolia Jr. High School you will find several people walking or jogging around the track. I think the new Magnolia City Park is a great idea! All of the above mentioned activities I am sure will then be moved over to the new park. Why do some people not want Magnolia to have anything nice?

Jeri I guess I am smarter than you thought. It was not that difficult to find that information. Just google 4A development sales tax and you can find this information. And Jeri about that last message. What I am basically trying to say is this. I am concerned about what happened to you and to Sandra Wilcox. I hear your stories and I hear the other side. You have to understand that I think highly of you and Sandra. But on the other side the Williams have been exceptionally good to us. So I just sort of want to back up a bit and get myself uninvolved in all of this. However the one thing that I continue to say is that stealing yard signs is petty and shows no cla*s. And so far I have not heard or seen any evidence that these type of things have been done by Patsy Williams or any of hear supporters.

You stated that the Williams have been exceptionally good to us. Considering the personal facts that you have admitted in your posts concerning your living arrangements and personal relationship with the Williams don't you think that your opinions may be biased or your judgment may be clouded in reference to the Williams? It is possible that you are not able to see the real facts due to the close realtionship you share with the Williams. Write comment

What did Mr. Sanders do to help the financial problems from July 2009 until the most recent audit a couple of months ago? Mr. Sanders was informed in July 2009 of a deficit, what actions did he take to get the city back on track financially?
According to Patsy Williams during the Feb. 9 council meeting that HB445 has a lot of money in it. She was very proud of that fact. Why wait until the financial situation is better to perform street repairs? Isn't the money there? Mrs. Williams said it was there.
