Connie Barrett and city councilman Todd Kana are each in the running for the office of Mayor of the City of Magnolia in next month’s election after current Mayor Jimmy Thornton announced his intentions not to seek re-election. In interviews with the Tribune, the two answered questions regarding the city’s finances, construction projects and the future of the city. Along with the candidates for the open city council positions, both Kana and Barrett agreed that the city will need to “tighten their belts” and trim the budget to get the city out of its current deficit. “We’ve still just made immediate kind of ‘cover the wound’ items, but we still are going to have to go through the budget with a finer comb and do more trimming,” said Kana. He added that the city should “keep a better eye” on revenue projections and check them more than just once a year. “I think a lot of our problems were created by over projections of revenue,” he said. Barrett said sacrifices will have to be made for the city to get back in shape. “They’re going to have to tighten their belts, there’s no doubt about it,” she said. “I believe there’s a position that can be done away with, significantly making a dent in reducing the deficit yearly and that’s the city administrator position. “It will put more of a burden of functioning the city on a weekly basis, but it’s something that has to be done. The department heads will answer directly to the mayor and council instead of a city administrator.” Kana said he hopes the Stroll will attract businesses and encourage those already there to freshen up their properties. “I would like to see the 4A committee continue to cover the maintenance on that,” he said of the Stroll. “I don’t see that much has changed, it should be easier to patrol now.” As for Unity Park, he said he thinks it will “bring the community together and bring people from outside the community to spend money.” “I don’t see the city being able to contribute heavily or possibly at all in the near future to that project, but hopefully 4A or 4B will be,” Kana said. Barrett said she thinks the Stroll “could be a very nice thing,” as long as it is maintained properly. “As long as the 4B committee takes care of the Stroll, maintains it, pays the light bill and it is not turned over to the city,” she said. She added that she’s not sure how the location of the Stroll will bring in businesses. “I sincerely hope they (the Stroll and Unity Park) have a positive effect,” she said. “I have some concerns. I hope the financial burden is not placed on the city, because at this point, the city cannot stand any more financial burdens added.” If elected Mayor, Kana said he would take a more proactive role in city business. “I am going to be more involved in the day-to-day operations than the mayor has been in the recent past,” he said. “I would definitely be more involved in spending more time there.” Financially, we will be making more cuts. That doesn’t mean more personnel, we’re still going to look at that. There’s no need to carry a deficit any longer than we have to.” The current city councilman said his business experience is what qualifies him for the position.
“I’ve run a business for the past 10 years,” he said. “I think the fact that I’ve run a business will benefit the city because the city needs to be run more like a business. I think that will come into play, especially working on the situations we are in right now.” Barrett said if elected, she would be committed to serving the people who elected her. “I have no political philosophies. I hate politics. I would consider myself an elected official that can be voted out in the next election if I do not fulfill the duties assigned to me,” she said. “An elected official is truly a servant of the people, a watchdog over the taxpayers monies, more so than their own. They should dedicate themselves to that.” She said qualities she would bring to office would include “honesty, professionalism and dedication.” “I feel qualified having owned a business of my own, knowing the responsibilities of a business, placing the money back into it and not spending everything you have,” she said. “You have to put money back into your business or it will not survive and the same goes for a city.” She added that she has sat on several boards and committees in her years spent working for school districts. Both candidates agreed that there should be transparency and city actions should be as visible as possible to residents. “I have no problem with it. I’ve never hidden anything,” Kana said. I’ve answered every question I’ve had asked of myself. It seems I don’t hear about problems people have until they’re so frustrated. We’re as open as we can be.” He said he would like the city to provide more resources to residents regarding city council proceedings. “I wouldn’t even be against making documents and audio more readily available on the city’s Web site. If that was easily obtained, I would like to see audio and documents readily available,” he said. Barrett said she “absolutely” believes in transparency. “I know that there are times that city council meets that they have to have executive sessions,” she said. “The law provides for that for lawyer-client relationship. But, as a general rule yes, I believe that.” Kana is a lifelong resident of Magnolia. He has owned and operated a roofing and sheet metal company for the past 10 years. He is married and has one son. Barrett has lived in Magnolia since the 1970s. She has worked for Tomball ISD and currently works for Magnolia ISD. She has two sons. Comments (13)

Just as I asked for verification on some of your comments you made before that were proven not to be true, I will ask this time as well. Nothing has been deleted from the city website since Mrs. Drakes departure, so please tell me what page on the cities website can I find the meeting audio? Which page has documents with the exception of the ordinance page? I mentioned nothing about pictures. www.toddkana.com

The city council meeting minutes and audio were on the website at the time of my departure. Upon visiting the city's website today there seems to be no city council meeting minutes. I had taken great care in uploading all meeting minutes since the very first council meeting however, they are no longer visible to the public. The meeting audio was available with the minutes with the exception of very large audio files deemed to large for uploading purposes. Have they been moved, deleted or determined to be private?

You've never the first time proven anything against me unless you count the fact that I collected just short of $700,000.00 in less than 3 years .. The web site was there as short as a couple of months back when it must have been taken off by the new people in charge of the system .. Ryan Kelley has not resigned and has not been terminated. The city council has held two meetings to deal with this situation but have yet to terminate Mr. Kelley. Mr. Kelley remains on Magnolia's payroll with full employee benefits. The council had the legal right to terminate Mr. Kelley on April 22 and April 26 but has not done so.
Why Magnolia? Citizens, how long are you going to tolerate the all the deception of your city hall? Early voting is happening this week, go to the polls and FIRE the council that is up for re-election! www.savemagnolia.net

Here is the actual wording of the letter submitted by Ryan Kelley. Pay close attention to the dates that are contained in his letter. April 26, 2010 Mayor Jimmy Thornton And Magnolia Councilmembers Dear Mayor and Council, At the conclusion of the discussion during the executive session on Thursday evening, April 22, I indicated my decision to resign as City Administrator of the City of Magnolia. I hereby request that my resignation be effective Monday, May 10, 2010. Additionally, and after much thought and conversation with a number of you, I respectfully ask any possible additional details regarding my resignation be contingent upon further discussion. Sincerely, Ryan C. Kelley Mr. Kana has referred to my post as lies. He even went as far as to say “Ryan Kelley resigned just like was stated previously. I would love to see the information used to support the lies in the previous post. How would you terminate someone that does not work for you?” Since city council took action on Kelley’s verbal indication of resignation on April 22 and then on April 26 took no action at all on the written resignation it appears that Kelley remains employed by the city at least until Monday, May 10, 2010. Furthermore; there has been no public meeting to remove Kelley from his paid positions on the City’s 4A EDC and 4B CDC. The Tribune reported that “City attorney Leonard Schneider confirmed that the council’s acceptance of Kelley’s resignation was final, and Kelley is no longer employed with the city.” How is it the resignation letter states the effective separation date as May 10, 2010 but the city attorney and Mr. Kana state that Kelley is no longer an employee of the city? I find it rather curious that Kelley’s effective resignation date is two days after Election Day. Exactly what conclusion should the citizens draw from that? I think it is quite easy to understand why so many people have so little trust in the current city council.

A lie is having knowledge with 100% certainty but yet deliberately presenting that knowledge falsely with the intention of deceiving.
Neither I nor many citizens knew with 100% certainty that Ryan Kelley had resigned on April 22nd. There are several reasons as to why I and others had doubts about the Kelley resignation. 1.The council accepted a verbal resignation, effective immediately from Mr. Kelley upon returning from executive session on April 22nd. The general consensus of the public is that they do not trust council when they are discussing issues in executive session even though the law allows for those private discussions. 2.If the April 22nd verbal resignation was official and final why was the item placed on the April 26th agenda? Having that item on the 26th agenda indicated to citizens that things may not be final with Mr. Kelley’s resignation. Again, the lack of trust that council is being completely forth coming with the citizens especially concerning executive session items. 3.If the April 22nd resignation was official and final why did the city secretary release through open records the written resignation dated April 26th from Mr. Kelley? If the resignation was official and final on the 22nd why is the 26th letter considered an official record of the city if Mr. Kelley was not employed by the city on April 26th? Is the city secretary engaging in political games through city hall? 4.When the opinions were posted expressing doubt over the resignation why didn’t Mr. Kana just simply explain the entire Kelley resignation process? Mr. Kana’s arrogance only increased the public’s level of distrust in the city council. While I and others may share the same opinions and concerns, I stand corrected. It would appear that the truth may be out for all to see. If anything can be learned from these differing opinions I think it is that the general public lacks confidence and trust in the city of Magnolia elected officials. Write comment

I realize that when people are busy working however that they don't always have the time but the City of Magnolia Web Site provided this information from the time that LuAnn Drake was hired as the City Secretery. Pictures from each event were posted, each event in Magnolia and each council meeting each time.. I hate that he made this mistake and didn't realize that it WAS always done.
