The termination cut the last tie the city held with the former city administrator, who resigned from his position after an April DWI arrest when he was arrested by a Magnolia Police Department officer near city hall.

Following his resignation, the two committees opted to keep Kelley as executive director.

According to documents obtained by open records requests, Kelley’s annual salary from both 4A and 4B in the 2009-10 fiscal year totaled $25,396.

Newly-hired city administrator Paul Mendes will replace Kelley as executive director of both committees.

“I think he’s going to make a tremendous positive difference in the city of Magnolia,” 4A President Jonny Williams said of Mendes.

Project and Events Coordinator Katrina Welch resigned from her position with the committees just prior to the meetings, Williams said.

An executive session item on the agenda called for a personnel matters discussion to “deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of Project and Events Coordinator Katrina Welch.”

Welch had been at her position for more than a year and was not paid through the city but by the two committees.

Williams said 4A and 4B will decide at a future meeting what to do with the vacant position.
