Johnny Carroll running for Montgomery County Pct. 5 Constable

carroll Former Montgomery County Pct. 5 Deputy Constable Johnny Carroll has announced that he will be running in the March elections for Pct. 5 Constable.

 

Carroll was a deputy for Pct. 5 for more than 16 years.

 

Carroll moved to Magnolia in 1989. He said he fell in love with the community and chose to make it his home. Magnolia is where he met his wife of 21 years. They have three children together.

 

He says he discovered his true calling was law enforcement and enrolled in the police academy at Tomball College.

 

In 1995 Carroll began working as a reserve deputy for Pct. 5 Constable’s Office.

 

“My goal was to stay in the community that I loved so much,” he said.

 

He was hired full time in October 1997. Since that time he continued to work for Pct. 5.

 

Carroll said he chose to run for Constable of Pct. 5 “because it’s time.” He says his statement, “because it’s time,” describes what he feels; that it’s time for a change in Pct. 5.

 

Carroll stated that the primary duties of the constable’s office are to serve civil processes, execute arrest warrants issued by the Justice of the Peace and also provide bailiff services to the Justice of the Peace. In addition, services provided include regular police services such as security in schools, neighborhood patrol and traffic enforcement.

 

“I want to increase the role of law enforcement presence in the community in regard to these services,” he said. “One, by increasing patrol duties in the department to make our neighborhoods and school zones safer and two, be proactive in reducing the drug problems and contaminants to our community, as well as schools.”

 

He said that he has different ideas and areas which he feels could be improved upon for Pct. 5, such as improving leadership, utilizing resources and providing more education to employees and the community.

 

“I will be a public servant to this community. My door will always be open to the citizens of Pct. 5,” he said. “I am going to have a positive work environment and lead by example, working side by side with deputies and other law enforcement agencies.”

 

He added that he wants to create a work environment that allows employees of Pct. 5 to focus on their jobs.

 

“I believe highly in having a disciplined and professional organization that is fair in its practices and just in its decisions,” he said.

 

As for utilizing resources, Carroll said he understood the condition of the economy and feels it is necessary to reduce wasteful spending.

 

“This will allow for funding in areas that are greatly in need,” he said. “While doing this, I will always keep our citizens in mind and provide the services necessary to secure our community.

 

Carroll said that he is here for the community.

 

“Deputies as well as members of the community should feel that they can voice concerns,” he said. “Without this we cannot be effective in managing the needs of the people in this precinct.”

 

Carroll will be running against current Constable David Hill, who has not been opposed since 1996.
