Former City Marshal claims Mayor requested dozens of warrants to be dismissed

Former Magnolia City Marshal Jeri Carpenter says that Mayor Jimmy Thornton requested the dismissal of dozens of warrants throughout the nearly three years she worked there.

Carpenter, 67, was City Marshal of Magnolia from June 2006 to May 2009 and estimated Thornton requested and was granted by Municipal Judge John Purvis between 12 and 14 warrant dismissals a year.

According to documentation obtained by the Tribune, Nicole Anderton of Waller was ticketed on June 1, 2007 for speeding.

After failing to appear in court, Anderton accumulated court fees and fines. Anderton’s case was returned to court “per Judge via Jimmy Thornton” in the fall of 2007. Her case was dismissed on November 14, 2007. Under the “comments” section of the dismissal form, no explanation was given as to why the case was dismissed.

In a case involving Jacob Schultz in June 2008, a Magnolia Police Department Citation Dismissal Request Form shows that Thornton requested the dismissal of Schultz’s case. No explanation was given in the space allotted for comments.

The case was dismissed by Purvis.

“It doesn’t sound like many, but when people owe 2, 3 or $4,000 dollars, it turns into a lot of money,” Carpenter said.

“Let’s put it this way, every time I got a stack of new warrants, I’d say, ‘Should I call Jimmy and ask him if he knows these people?’ that’s how bad it got.”

As city marshal, Carpenter was under the administration of Judge John Purvis.

Purvis was unable to be reached for comment by press time last week. Thornton did not return several phone calls to the Tribune regarding comment for this story.

However, when contacted by the Tribune in May when the allegations first arose, Thornton denied Carpenter’s claims.

During her time as marshal, Carpenter said on multiple occasions she was forced to turn around after she had arrested someone after getting calls from Thornton and Purvis instructing her to bring the warrant to Purvis’ office.

“One woman I arrested, I went to her door and she said, ‘Jimmy Thornton took care of that warrant,’ and I said, “Ma’am I’m sorry, but the warrant is right here,” Carpenter said.

“I arrested her, got as far as Keenan Cutoff in Montgomery and was transporting her to Montgomery County Jail when I got a call from Thornton who told me to turn around and take her back,” she said.

“Then I got a call from Judge Purvis who told me to take the girl home and put the warrant on Purvis’ desk.”

Carpenter said she knew many of the people she arrested as city marshal but didn’t give them leniency.

“I’ve lived here since the 1960’s, and the first people I arrested were a husband and wife that went to school with my son,” she said. “I’ve known them since they were little kids.”

“The warrants don’t say if you know them don’t arrest them, it says you are hereby ordered,” she said.

Despite the controversy, Carpenter said she loved her job and time as city marshal.

“I loved working, I miss the heck out of working,” she said. “That was my life, my entertainment, my enjoyment.”

Carpenter, the city’s first female city marshal, cleared more than 4,900 warrants and accrued more than $635,000 for the City of Magnolia during the nearly three years she worked for Magnolia.

Prior to working as City Marshal, Carpenter was a patrol officer for the Magnolia Police Department.

Two articals in todays paper about the Magnolia, Mayors office and the city councils office. I am a citizen of Magnolia and I will be voteing in the nx election for these 2 offices to hopefully get rid of the corrupt people that are in there now. I can't say anymore, other than What a SHAMEFUL disgrace to our city.

Again no one is minding the stroe, where is the checkes and balances, Why are City official being allowed to run unchecked. Why didn't you (carpenter) say anything about this until now, since it has been going on for a long time? I guess you wanted to keep your job since you seen first hand what happens to people that do the right thing and turn them in (prime example Alexander, Drake)they get fired. I guess late is better than never or is it?

To Exposed .. Excuse me but who would I have reported it to since the orders came from the top ? Yes, I definately needed my job but not at the expense of lying.

Don't even go there with Alexander's name and Drakes in the same sentence. One was useless and never should have been on an officer period. The other did an outstanding job for the City, loved her job and was well respected.

Just F.Y.I. Anyone, even the Judge, is subject to retaliation in the name of "no confidence" at the City of Magnolia. I'm sure if the Judge stops dismissing these tickets, he'll be replaced by someone who will. Just wait and see. May elections are a long ways off but we need to remember all of this nasty business and do a vote of "no confidece" on those in office right now.

Thanks Dave but the citizens also need to no that even though the Judge is the Judge (and a well respected one) that the Mayor and city council ARE his boss. He is not given the opportunity to NOT dismiss a warrant.

Well Carpenter I am glad that you at least think of with such love and godliness. Regardless to whether you think I am a useless person or not, I differ from you in many ways. For One I seen an unethical and illegal act and reported it. I did not think first about my job because I did my job just as I was sworn to do. You may have forgotten but there was an investigation that was conducted on Cunningham and Smith by the Texas Ranger and brought before a Grand Jury Which Indicted them. That Is Fact. Now to comment on Carpenters and Mr. Sutherlands comments that the employees may be retaliated against for speaking out, this is true it will happen but It is the right thing to do. When Good meets evil there will be suffering! That Fact! Every person at some point has to ask themselves at what point do you cross the line and become a part of the corrupt because you fear losing job. You are just as wrong because you allow it to happen and do not say a thing. So Carpenter it is all great that you are blowing your whistle now. But for three years you were no better than the corruption because you participated in these acts without saying a word, this is not limited to you but any elected official, appointed official and employee. That is fact. I will pray for you all, that God will show you the way to your salvation.

What's the matter, Mike .. didn't the City pay you enough ?? The biggest difference between us is that I don't and have never lied.. I stood up for those that I worked with but never lied for them. Would you like a head count of all of the Officer's that you and Crabtree cost them their jobs with your famous tape recorders tucked neatly in your pocket ? This was done before Chief Cunningham and Captain Smith came to Magnolia. Good Officer's that did their jobs, worked what ever hours and cared.

I don't do law suits, I still have documentation from day one and nothing that you nor Crabtree ever did cost me my job because I did my job.. I appreciate the prayers but I don't believe that we're praying to the same God. When I put my uniform on almost 25 years ago I turned my life over to God. He rode with me daily, knocked on doors with me and was my back up. I called for backup and a*sistance while working nights and Crabtree's only response was "can't you do your job ?" Yes I could but an off duty MCSO deputy saw my lights on with 4 subjects standing behind their car and stopped.. It was over 18 minutes before Magnolia checked on me period. I'll stick to my God and you with yours. You didn't go to the DA out of the goodness of your heart, since the State of Texas (welfare division) wasn't paying for your's and your wife's college anymore all you could see were dollar signs and Crabtree stepping in as Chief. Sorry, busted ... The City lost all employee's in maintence except your father in law ?? No wonder you have two sources for your info but sure glad to see you use your real name for a change. Have a good day...

If you truly gave your self to God then why do you spread so much hate to people ,you can lie all you want about me and attack my wife all you want jerri, would you like to say bad things about my childern while your at it? the Fact is I reported a crime. as far as the state of texas welfare paying for my college statement REALLY and you never lie. Where do you come up with these lies. I wish someone you inform them of that so I did not have to pay that monthly fee. Only people who lie all the time has to keep reminding people that they never lie. As far as the rest of your lies in your response I hope you can ask for forgiveness.

TRUTH or LIES!
Once again we sit at the cross roads of the dirty politics in Magnolia. A lot has been said in the last three weeks, people losing their jobs without any explanation from City Council (nothing new), but a lot has been said from the people who have lost their jobs. There have been numerous accusations posted via email and it always starts out or ends with “I don’t lie” and “I have never been involved in Magnolia politics”.
I think we are all curious,” help us out with this Thema Jean please”. You have written on numerous occasions that the Mayor has Federal charges. What’s the charge and have the charges been filed, and with whom? I am sure you have that information since you have said and written it so many times. Please Thema Jean don’t be like councilman Kana and say, I have gathered my own facts and when the time is right I will share them, because we know that time will never come. So many citizens have taken your side with what you have said and written so is it TRUE, does the Mayor have Federal charges filed on him or not? Don’t lets us down surely these are not trumped up accusations?
Is the Mayor the only one that has requested warrants and or citations to be dropped or dismissed?
On 06/28/09 at 8:23:59 AM is this the only time Councilwomen Williams asked for your help and was concerned that Drake was working for the other side? Or was it after the meeting held by councilmen Scott with the employee’s at City Hall to discuss the way they were being treated by Mr. Kelley and Councilwomen Williams was there as a concerned citizen and a friend? It’s hard to keep up with who said what and who did what. Apparently there are a lot of sore subjects just by reading the postings but to attack spouses, family members, in the name of God is taking it to far, let stick to the issues

First to Mike Alexander .. I just had the opportunity to read you post and want it to go down in black and white that I apoligize to you from the bottom of my heart... Your family should never have been involved .. I don't remember which agency was there to help with your beloved child but Thank God they were. I was shocked to see your post and answered with bitterness and there is no way to take that back. I saw several Officer's that were set up by your tape recorder and yes, I cared for these Officer's, they were family.
Wo Exposed, The Mayor's picture and an article were on the front page of a local newpapers in reference to federal charges ? Do I know if they were filed, NO I don't, perhaps David Hill's Office might since it started at Judge Masden's court. I didn't work for Magnolia from May 13, 2009 so I have no clue as to whether the email I received from Williams was before or after the metting at City Hall.
To the Citizens of Magnolia, I am through, there will be no more from me period. I retired, I'm out of there and honestly thought that I could still stick up for people that were done wrong but I see now that I can't. I have cried my last tear over Magnolia, it's over ... I didn't realize that I had built up so much bitterness in my heart and I refuse to live that way. I can only hope that come the next election that Magnolia Voter's will step up, elect honest and good people.

I also went to school with Thornton and he was the laughing stock of MISD ... none of us can believe that he actually was elected as MAYOR because we knew him for what he was ... Sure glad I left after graduation and moved to the county.
