Lawn contract could mean more trouble for Magnolia

In the wake of a recent financial audit that revealed the City of Magnolia is in the hole more than $100,000, documents obtained by the Tribune show that the City may be paying its lawn maintenance company more than originally contracted.

A contract beginning in April 2006 and ending March 21, 2007 between Daniel’s Landscaping of Waller and the City of Magnolia states that the City pay the company $3,000 a month for landscaping and lawn services.

Receipts show the City has paid Daniel’s $3,500 a month since at least December of 2008, totaling $3,500 more than originally contracted to date.

A review of the minutes from city council meetings in 2007 show no action taken to renew the contract or to increase the monthly payment amounts, and a public information request to the City for the most recent contract turned up only the 2006-07 contract.

Former Councilmember Dave Sutherland said that while he was still on the Council that Councilman Sammie Scott spoke with City Administrator Ryan Kelley over concerns about the City not having contracts with companies they hired and Kelley assured Scott they did.

Kelley said that the City would be reworking the contract during the next budget time due to a paperwork error.

“We found that it (the contract) was not signed,” Kelley said. “It was from a couple of years ago and no one noticed it.”

Kelley said he “didn’t know anything” about the increase in base payment over the last several months, but added that the company has been “doing the work fine” and that the issue will be on the agenda at the next Council meeting.

sounds like LittleMissMuf45 has nothing better to do with her time than belittle those working for the City of Magnolia. This is the second story about Ryan Kelley that she has made negative remarks about. Makes me wonder about that hidden agenda.

Maybe some their fat cops or City Employees can learn how to push a lawn mower. I sure see a lot of them sitting around doing nothing. Make them work for change....clean up the town...mowing it only exposes the litter and trash strewn everywhere.

Wouldn’t we all like a job that pays $80,000 plus (with extra benefits)? What qualifications would you need to obtain such a job, schooling, work history, who you worked for, in what capacity, length of service (as a Manager?) and if you did a good job. What is the job description to be a City Manager in Magnolia? One would think it would be to take care of the day to day operations and make sure the City is functioning to the best of its ability, serving the entire city and taking care of the City’s finances, along with the above qualifications.

It’s apparent that some think there is a hidden agenda questioning Mr. Kelley’s ability since he has been in the paper of late with concerns about his resume, our City over budge, unsigned contracts where the contractor is being paid more than the unsigned contract agrees to, the Judges Funds and relationship to a contractor. Is it wrong to hold a person accountable and responsible? Anyone who works is accountable to someone and Mr. Kelley is accountable to the (key word) special people City Council who hired him.

Your Council (Kana, Williams and the Mayor) tells you they will look into the issues of concerns but if they would have done their job to begin with would we be in this situation? Really, what the Council (SP) is telling you when they say we will look into it, they (SP) are hoping you’ll forget about these issues and they will continue to conduct business as usual. Some of the issues will have to be looked into others will just go away.

There are issues of concern, questions to be answered HONESTLY, but when they are not answered for whatever reason Mr. Scott that RED flag should pops up! So what hidden agenda does the SP have?

TRUTH is not determined by a Majority VOTE!

Little Miss Vivian, if there is such a person then get you head out of the ground .. Exposed explained it all to you and did a good job at it ... It's a shame that you don't take part in the City Council meetings like the one held last night .. Meeting was to start at 6 PM and it was a little after 7PM when the first of 4 were called back for an interview for the Marshall position. What part of the city can't make payroll can't you understand ?? checks were due out last Wednesday on direct deposit, paper checks were handed out this week causing several of the employee's to have bounced personal checks .. You dad but right I'll go up against Kelley any day of the week .. don't you know your relatives ?? I know mine and also went to school with the honorable Mayor and we all made fun of him way back then and he sure hasn't changed.. They want rid of the Judge now ... why wasn't you there to stand up for him ??? He's been there for everyone and not going to put up with their bull much longer... good going Judge

I wasn't at the council meeting because a friends father died. I was supporting someone else last night. I don't doubt there are problems at city hall, these are trying times for everyone and every town. Right now I count about six people posting here that don't like what's going on at city hall. You're not using your real names, I am, makes me wonder what you're all hiding. I didn't know Mayor Thornton in school. But I've lived in the Magnolia area since 2000 and seen tremendous growth can't believe it was you who made it grow. And why is the mayor unoppossed at reelection time. As for relatives, I just found out I have relatives from Belgium that have relocated to Istanbul Turkey. See I'm 1/2 Belgian and have alot of relatives that I wasn't aware of so I do understand when someone doesn't know all their relatives. As for going up against Ryan Kelley any day of the week, doubt if you could hold your own. Would you use your own name or littlemiss muff45. I'll check on the story with the judge, but from what I've read in the newspaper, the judge didn't put the most qualified person in front of city council. Maybe the reason the council meeting started so late was that city council demanded to see the top 4 people. Sounds fair to me.

Last nights council meeting started on time. Not sure if they want to get rid of the judge, but have caught him in several lies. This is public knowledge. It is in the potpourri, a much more truthful newspaper. Not like the tribune enquirer. I'm surprised the owner lets this go on. There are so many holes in these stories. I guess she doesn't care, it's my understanding she wants to take down city hall one person at a time, If someone like me doesn't stand up and say enough, then idiots like you will have your way and things will really be corrupt. Sorry I can't stand up for the Judge as my source says hedid lie. My head is not in the ground, I've never seen things clearer.

I cannot say that I will never respond again to your comments Vivian, but my issues are not with you or your opinions dear, unless you are making these decisions as a councilperson or as a Department head let’s not forget Patsy email list. Have you been contacted by Patsy for your opinion on when to fire, hire or spend money that we don’t have? Vivian these are the facts like them or not. The information was obtained according to the papers through open records requests, Vivian.

An answer to the issues, is that too much to ask from the special people, Vivian? FACT; You have a person who is ELECTED by the people regardless of that person going back and forth on wanting to leave or stay Sutherland has severed the community for a long time, he was elected by the people and yet the special people got rid of him. That is not the American way, Vivian unethical, immoral fear?

Fact; You have an employee (Drake) who is contacted by the Mayor and told not to come to work and to show up on Tuesday only to be fired by the special people, Vivian. This was after a meeting that Mr. Scott held and everyone was told everything was fine, even ended in a prayer Vivian. Then Patsy as a councilperson or as a friend or both for Mr. Kelley didn’t like what she heard from employees in the meeting and sent emails out with hopes of obtaining bad things about Drake who had never been written up and has been praised by the Special People and the Mayor only to be fired and the Mayor saying “this is a sad day for Magnolia” what’s that mean Vivian. In an email, Vivian Patsy believed information was being given to the other side. What does that mean, Vivian? Is this the way a leader acts?

I could go on Vivian (Facts; Negative balance, missing money, concerns about resume, relatives and contracts) Vivian, like I said, unless you are making the decisions, you have your opinion. Sorry dear I don’t answer to you or the Special People; they are elected to serve the people and to answer to the people. Vivian, THE TRUTH IS NOT DETERMIND BY A MAJORITY VOTE!

First of all I am not a council person, or in anyway a person that makes decisions. I live in this community and want to see it succeed. but not at the expense of a few twisted facts being used against those in charge. I am not on Patsy email list.
As for Mr. Sutherland, he submitted his resignation. The council choose to accept it. Nothing strange or concerning to me about that. I do find it a little strange that after he admitted to the stress affecting his health, he wanted that job back. For what reason, there's no money involved. Did he realize to late that he gave up his position of power? Personally, I think his wishy-washy attitude towards his job to serve the people is probably an example of the decisions he made. Is your statment that he "severed" the community a typo? Or maybe a true statement.
As for Patsy sending out emails, I believe that was before Drake was fired. As a working person for many years, I would make the same statements if I thought someone was out to harm the company I work for. Patsy or anyone has the right to question someone's motive. Leaders do this everyday. How can you a*sume that there was anything in her questions? As for her asking about "the other side" could that be you? While I won't go into what I know about Drake, there were questionable actions on her part that didn't show good judgement. And apparently the Mayor liked Drake on a personal level and was dissappointed at her actions. Prayers are good. Glad to know they all believe in God.
I have already addressed the issues of "missing" money, resumes, and relatives, so I won't go into that here.

The council does serve the people and should be made to answer questions, in this case I think they have. They were elected to represent the people. I have already said there has been no one that has stood up and run against them, Patsy had someone that attempted to run for her seat but they dropped out. This tells me that the majority of the people are satisfied or more people than you and your little gang would be objecting.

Oh by the way, as long as these people are in office by election, THE TRUTH IS DETERMINED BY MAJORITY VOTE.

One last thing, I consider myself, today, this minute, an a*set to this community, can you say the same thing? As for being dismissed by you as not worthy enough to respond to, I think I hit a nerve.

I'm working off of common sense mostly, seems to be lacking in any of your blogs so far. What is showing is an extreme hatred for city hall, did you know that will consume you and cause all kinds of health problems, just ask David Sutherland. As for you and the Tribune. What a small world maybe with all the other things that Ryan Kelly does not know that he did not know his cousin. This is fine by me but guess what people, he knows now and it is a conflict of interest now. Maybe kana will let us know what he finds when he lets us know his findings on why he fired drake.

Ok lets look at this realistically, Ryan Kelley is the City Administrator, the Top Dog of the City. This man makes all the day to day decisions for the daily operations of the city of magnolia. Yet this man did not realize that the city did not have a signed Contract for 2006-2007 (Even though he was not there he should have reviewed the contracts and educated himself with them by now. Now he also did not realize that the monthly price increased a measly 500 smackers a month. He did not realize that his resume had an error and says that the council and mayor knew. Yet Dave Sutherland and Jimmy Thornton both claim that they did not know. Who is lying here? Mayor and Sutherland (who do not get along) or the big man on campus but knows nothing Ryan Kelley? You know most places will not even consider you as eligible for consideration if there are errors on your resume. You get your resume complete and true before you turn it in. Ryan and the City council has known about this report for some time now that the city is in the red for over a 100k, because if you go back and listen to Dave Sutherland who has been holding up big red flags (a par from a big red truck) about city financial problems for years. Maybe with the reports that more than 50% of the city’s budget going to Police Department they should look at a 10% pay cut on the Police Department’s budget since Rodger Carlies made the police departments pay increase comparable to the city of Houston and other way larger cities. From what I can tell the police department has at least 14 officers. They should take a page out of the City of Tomball book and bring on reserve officers to meet the any short falls that they have.(already I have saved the city money) Reserve officer are volunteers (usually news officer looking to get experience) the city of stagecoach is mostly reserve officers. Cut cost and tighten your belts at the city, is what the paper reported that Kelley said. Yet they spend more money on fireworks, magnolia music festivals and they are still in the whole. Has any one ask the question about where all this money that Carpenter brought in, the 600k in warrants that they were bragging about. What about the 50k that the city made in profits from the Magnolia Music Fesival , that big boy mayor was all Skippy about? Is the police department still spending extra money on overtime for their STEP program that back in the day old corrupt former chief Cunningham and Captain Smith where claiming was bringing in boo coos of money every month? Maybe they spent it all on paying settlements, hush money, and repairing police cars after the female officer and the now sergeant played tag in the brand new charger. Maybe some of the money went to paying to have the record expunged after Mr. lee was wrongfully arrested. The fact of the matter is that there is something a rye in magnolia. To take a page out of my newly found cousin Mr. Exposed’s book, Vivian this is all FACT.

I don't know "Vivan Whitley" and she certainly doesn't know enough about my medical history to make that kind of a statement but her words sound very, very familiar. A person who preaches about others being full of hate are themselves eat up with the disease. My condition is a genetic weakness of the artery walls and has nothing to do with being full of "hate". I once believed as you do and thought, how could any of the things past or present be true, it's unbelievable, it's incomprehensible. You will just have to find out for yourself we live and learn. You go girl, just don't ever disagree with Patsy or question any of the issues as we are doing with Facts and ask those to explain. I'm guessing you don't live in the City limits, and feel the pain of the water rates, tax rates or the concerns over Magnolia Ridge, or the money we are paying a second time for City hall. Now a negative balance in the budget and those who are being paid good money don't have a clue. Tell ya what Vivian move into the City feel the pain then you can tell us you know bullxxxx when you read it, because we are living it. I know, you could be the first on the block in Magnolia Ridge and maybe we could get a little of the impact fees the council waved four years ago.

If you ever got to know me, you would understand that it's not hatred that drives me, but standing up for what's right. And so far you are not right. And Magexposed, think about it, I read the articles, read your responses and replied with common sense. I think you will find that if you take it to the DA. As for poor poor Dave. I don't understand how without knowing me, you can accuse me of having mulitiple personalities ( a serious health issue) and then whine and cry when I do it ok for you, but not for me?
