| Magnolia Ridge amassed thousands in unpaid water bills |

Officials with the city of Magnolia confirmed that the Magnolia Ridge subdivision had free water for several months, but said it was a mistake, and that the company eventually paid the several-thousand-dollar bill. The housing development, located off of FM 1488 near the intersection of Buddy Riley Boulevard, has several paved roads and cleared lots, but currently no residents. The development is owned and managed by Magnolia-Tex Acquisition Company, LLC. City Administrator Ryan Kelley said that he never knew about the situation because of the procedure at the time of handling the water disconnect list. “At some point, before I got here, LuAnn (Drake, former city secretary) told them to send her the cutoff list and she would OK them to be cut off,” Kelley said. “It doesn’t make any sense to me, from the way I’m trained. I don’t have that discretion.” The city of Magnolia owns its water and sewer systems while TNG Utilities, based in Spring, operates the systems. According to Kelley, the disconnect list was sent monthly to Drake, and during the time Magnolia Ridge was not paying and was on the disconnect list, she did not tell him. “They have three meters, and what happened was at some point, they stopped paying. At some point, they got behind,” Kelley said. “Our law is, if you get behind, the company sends you a notice and if you don’t pay after a certain time, they cut you off.” Kelley said that while Drake was with the city, TNG would notify her and she would approve the customers being disconnected. He added that the law has no discretion to staff members, with the exception of right before Christmas, which it is the mayor’s policy not to cut anyone off. “I didn’t know she (Drake) was doing disconnects until a certain point,” Kelley said. “They weren’t cut off because she didn’t tell TNG to cut them off. Once we found this out, I talked to the mayor and he said we’d give them a couple of days and then cut them off.” Kelley said the water disconnect list procedure has since been changed. “What happened was, they didn’t pay for awhile, but she didn’t tell us, and we didn’t know,” Kelley said. “It shouldn’t have been allowed to get to that level.” However, in an e-mail obtained by the Tribune through an open records request, Kelley asks city hall employees to “bring me a current report on Magnolia Ridge unpaid bills.” The date on the e-mail is June 1, more than six weeks before Magnolia Ridge finally paid its bill. Drake would not address specific issues, but did release a statement Sept. 3 to the Tribune regarding the incident. “City of Magnolia Ordinance 2007-110 Article IV Section 3, Termination for Delinquency does not provide any instructions or guidance in reference to exemptions from service disconnection. The TNG reports were e-mailed to myself and City Administrator Ryan Kelley due to my prior experience in the utility department. I reviewed the list to assist in locating abnormal or unusual accounts scheduled for disconnection, not to determine if customers were to be exempt from disconnection. Any removal of Magnolia Ridge from the service termination list would have occurred per instruction from the City Administrator or Mayor Thornton.” The bill, which Kelley said totaled “a few thousand dollars,” was paid in full July 17. Kelley added that the August water bill for Magnolia Ridge has been paid in full as well. “Debbie (Brent, current City Secretary) and I both sent the disconnect notice. We both know it’s up to the ordinance, not up to us,” Kelley said. Aaron Polatek, an associate with Magnolia-Tex Acquisition Company, LLC, who did not join the company until mid-July, said that the overdue bills were an accident. “It must’ve gotten lost in transition,” Polatek said. “New people were getting involved, and I just moved to Houston July 14 from New York.” Now no longer in a transition period, Polatek said that the development is now moving forward at “full speed.”

John Bramlett sent an email to Thornton and Kelley wanting answers why for seven months Magnolia Ridge’s water bill had not been paid. Does Kelley know anything? He says he has training but nothing makes sense to him. Let’s blame it on the employee that is no longer there, $80,000 plus Kelley makes to make excuses.You are in charge the buck stops with YOU KELLEY are you in charge? June 1, 2009 Kelley asked for Magnolia Ridges Bill, what did you know, and when? Is this where some one yells out you lie.

Patricia Rangel was called behind closed doors on Monday by none other than the forgetful honorable Mr. Ryan Kelley ... Back in June I myself told the folks of Magnolia that Debra Brent wanted rid of two employee's ... Patricia and a young girl that works for on the city side ... JUST WAIT until the news hit's the stands and the internet this next week !!! Let's see Ryan Kelley weasel out of this one ... I talked to Patricia on Tuesday and begged her not to quit, to hang in there and let them fire her ... she was in the same condition that LuAnn and I were the last couple of weeks that we were there... Discrimination, you dang right on Patricia ... Ryan told the Judge to cut the budget, when the Judge didn't, Ryan did it !! Whoopie for Ryan, I hope you speak fluent spanish and are a certified interperter... Now the Court has three employee's and the NEW City Marshal has called in a lady that used to work for TML to step in and make sure that 3 clerks are needed ?? I guess he knows that Kelley's cousin has new warrants with the court but yet he hasnt been arrested yet ??? What gives ??? The actual City Marshal is the one that you'll find on the City of Magnolia web page... Not the one that was hired because he was actually hired to take over as Chief of Magnolia... Do I have a surprise in store for him... Judge Purvis will be taking his first vacation in five years, the first one since his wife went in the hospital and the big dogs will clean house while he's gone... Anyone not busy Tuesday night, meet ya at the Court House at 6:30 PM for the City Council meeting ... Sleep tight and wake up and look at your selfs in the mirror in the morning, we're all watching !!!

What gets me is that we are in the New Repobulic My friends. The city of Magnolia have taken a page out of the new dictator of American All Hail Obama Supreme leader. What I can not understand is that all of our government leaders are the same. Ryan Kelley never know anything just like Obama. Really...are we Americans actually buying the load of Crap! Who is Running the country and the cities. Ryan Kelly was hired to do the City Manager position even though the Citizens Voted the position out and Left the council and mayor to run the city but they are to incompetent to actually run things that the hired a city Manager but called it a city administrator ( hey if it walks like a duck and quacks like a duck it is probably a duck) and yet every problem that is drawn to light Mr. Kelley did not know about it or some employee that is not there to defend themselves where hiding it from him. Blam it on LuAnn! When According to the email Ryan Knew about it !. But hey lie deny and demand proof is the cities and governments policy of any issues that might make them look bad. Hail to the New Republic.... Wake Magnolia and Wake up America! it will not be long before we all will be slaves to the elite.

Magnolia is in a downward spiral, spinning out of control. Unfortunately, the decision makers are not intelligent enough to know it but they will feel the crash when it happens, as will many innoncent folks.

I love Magnolia....if it wasn't for the City of Magnolia, it's elected officials, it's Keystone Cops Police Force/Farce, it's crappy steets and drainage, and it's generally redneck backward attitude..I would not have anything to laugh at out here. Let's rename Magnolia to Mongolia...now that makes more sense....I hope all you Magnolia city taxpayers are enjoying this waste of your tax dollars by small time GOP want to be politicans....LOL !
