| City Marshal latest to resign from city hall |

Magnolia City Marshal Robert Elkin resigned from his position Oct.16 after only two months with the City.
Elkin was hired on as deputy city marshal on Aug. 4, at the same time current police chief Domingo Ibarra was hired as city marshal. He was promoted to city marshal after Ibarra was named interim police chief Sept. 29. His resignation was effective Oct. 16, Ibarra said. Elkin is the latest of several employees to leave city hall. Former city marshal Jeri Carpenter resigned in May, while former councilman Dave Sutherland left his position in June. City Secretary LuAnn Drake was fired by the city council in July and court clerk Patricia Perez resigned in September. In a resignation letter submitted to Ibarra on Oct. 14, Elkin wrote that his resignation was “prompted mainly by personal reasons,” but added “there are several other issues I would like to address.” The former city marshal touched on several things he took issue with in the letter, including safety issues with his city vehicle and working as a peace officer without meeting requirements to do so. “I have been amazed at the lack of professionalism within the Municipal Court/Marshal’s Office,” he wrote. In the letter, Elkin states that communication between employees was a problem. “Since you (Ibarra) were relieved of your duties as City Marshal I have not received any commutations/instructions from anyone, as to how or if my duties have changed,” he wrote. At another point in the letter, he adds “I received no training whatsoever before or after being instructed to report for duty.” “The fact is,” he wrote, “I have been working as a Texas Peace Officer for the City of Magnolia without the authority of the State of Texas to do so. I have been advised that all my official acts have been unlawful.” Elkin said he addressed Judge John Purvis about the issue and “received no response.” Purvis was unable to be reached for comment. However, Elkin wrote in the letter that he enjoyed working with Ibarra and “will be looking forward to seeing the forthcoming improvements with the police department.” “You are the only Chief that has had the experience and administrative background to really bring the Magnolia Police Department up to speed,” he said in the letter addressed to Ibarra. “The City and your employees are lucky to have you.” Elkin could not be reached for further comment. Ibarra said no action has been taken yet to hire a new city marshal. Comments (4)

You list these people Former city marshal resigned in May, while former councilman left his position in June. City Secretary was fired by the city council in July and court clerk resigned in September.
But it all started when Williams and Thornton got rid of Jane Miller, Paul Rex, Tom Conklin, prior to that it was Jodie Foster, Jamie Hunt, I know there were many more that fell at the hands of Williams and Thornton. Then when an Officer Cpl. Michael Alexander exposed those doing wrong that Willimas and Thornton hired to lead the City, in stead of receiving a medal they paid Alexander off and belittled him for doing the right thing, Sound farmilar (Kelley/Drake). What goes around comes around, ya just don't know when it's your turn.

Excuse me exposed, it started long before that time. As a resident here I thought a lot of Paul Rex, Tom Conklin and Jodie Foster. Rex was not only a Chief but he wore and uniform and had no problems working the streets when they were short handed. Sgt. Conklin was an excellent officer and I remember when he delivered meals on wheels to the Citizens. Jodie Foster did a good job for the City. I though that Mrs. Miller was an excellent secretary. Sorry but I don't guess I ever met you but I don't get out that often. I keep up with the news on the computer and news papers and just know that things have got to stop.

Jody Foster attempted to enforce the same ordinances on Patsy Williams that were enforced on the general population. We all know how that turned out. Williams, Thornton and Kelley create the rules but are exempt from following the rules.
Did you know that Mr. Kelley is exempt from pet lease laws because he is the police department's boss? He informed a citizen of that when the citizen observed and spoke to him about his dog running loose at a local event. Write comment
