Has a decision been made in regards to the Judge’s refusal to accept citations based upon the TexasSure Program? The Judge told officers again today he would not accept citations for that offense. I thought the material Leonard furnished to us was rather conclusive about this. Paul

Leonard has been asked to prepare a memo for discussion with Mayor Thornton and myself. I plan to recommend to the Mayor that the Judge be asked to comply with prevailing practices.

In reference to Paul Michna's letter to Ryan Kelly ... I've been off of the streets now for almost 3 1/2 years but have done a lot of research of the Judge's request and talked to a lot of Officer's from other agencies. It's my understanding that MPD's Officer's are upset because he refuses to take a written citation and turns them back. WHY, because they have no PC on them... With the up grades on the new State Computer's you can now run a license plate and tell if the vehicle has no insurance on it. Unless rules have changed in JUST Magnolia, that is no reason or probable cause to stop the vehicle. A PC has always been required. To stop a vehicle you have to have a reason ...
