The following are copies of documents and e-mails obtained by the Tribune from an open records request submitted to the City of Magnolia. The e-mails include messages sent and received by City Administrator Ryan Kelley, Mayor Jimmy Thornton, City Secretary Debra Brent and City Council member Patsy Williams. Memorandum

October 13, 2009

Dear Councilmembers and City Staff,

Mayor Thornton has asked me to remind everyone of proper procedures regarding Council and Staff communication.

Individual Councilmembers should direct questions and concerns primarily to myself and not to staff. Routine, easily answered questions are appropriate for department heads, specific direction regarding job duties are not.

In addition, policy concerns or changes should be discussed with myself first and then taken to the full council for decision.

I appreciate all of your cooperation on this and hope keeping these procedures in mind will help us all to better serve the Citizens of Magnolia.

DATE: October 14, 2009

SUBJECT: Smith St.

Robert,

Per our conversation, I have mailed the request forms to place signs in the Tex Dot intersection right of way. When can I expect to have these permission slips, as I said on the phone that I would like to take advantage of the Renaissance traffic.

Another matter.

At the City Counsel (sic) meeting last night John Bramlett said that he had met with you or discussed with you the potential danger at the intersection of Smith St, and FM 1488. Will you please send me the findings or the conclusions that you came to, or what was discussed with Mr. Bramlett. Our Police Chief is beginning the study.

Any information that you have will be helpful, and you may send it by e mail to my address.

SUBJECT: RE: Smith St.

Patsy:

Your Temporary sign request has been forwarded to the Houston District office for finalization. I cannot provide a time line on this but it should be soon. On the issue of Smith St. I am unaware of any formal discussions. Mr. Bramlett did mention that the city was looking at taking steps to alleviate some traffic problems. Ms. Baker did request that he submit any plans of action to our office for TxDOT review and approval. If I can be of further assistance please call.

SUBJECT: Fw: RE: Smith St.

I thought John Bramlett said at the meeting that he had spoken to Robert, and they had given him the nod to go ahead with his proposal. Clearly according to Robert, John was told to submit any plan to them, and then they would look at it and give approval if it warranted it. This e mail reads to me that Robert, or Karen did not talke (sic) to John about the intersection. Behavior like this places the citizens of Magnolia in jeopardy, and I believe that the Mayor, and or counsel (sic) need to put a stop to actions such as these.

SUBJECT: City Park

Mr. Kelley,

I feel that you have a bad impression about our department and I would like to assure you that we really do want the City to have a nice park, and one that is designed by the City, not by us :>) Moving past the pond issues, please try to get a feel for what the City wants and express it to me and we will work it out.

Attached is the site plan (I found it!) that was submitted with the application. The green highlighted line is the project area – I am assuming that the area we discussed as being suitable for soccer fields is the rectangular area beneath the first “blue” body of water to the proposed County’s detention area. As you can see from the site plan, there was no “official” area designated for natural space.

If the City wants to put soccer fields in the project and reduce the natural space acres, let me know and we will do it!

As far as where the project stands at this point from our end: 1) there are appraisal issues identified in a letter to you dated August 19th – if you need a copy, let me know!

2) we need a clearance letter from the TCEQ regarding a construction storm water runoff permit and 3) besides the appraisal and TCEQ clearance, before reimbursing any costs, we need to either have a natural space dedication or you tell me the City wants to delete it.

I think the purpose of posting this email is to show ankle nipping between the council members.Is anyone out there as tired of this as I am? You know what I do in the spring when I have had enough of the clutter, dust and staleness in my home?I clean house. If our leaders can not work together for the good of the city than we need to get together a plan B.I would like to voice my opinion for what it's worth about something else. I see in these blogs that there are a few people that slam city staff members. I'm not talking about the people that run things, I'm talking about the people who take their direction from these people. I have had the pleasure of meeting a few of them in past few weeks. It's sad to see these people drug through the mud for following directions. Do we really think they should up and quit their jobs because there are problems that stem from their bosses? I dont want anyone to quit supporting their families and paying bills to follow the few who got fired or who choose to quit.It dosent make them bad or corrupt, it makes them responsible people that have to support themselves. I would not cut off my nose to spite my face. Why do so many seem to want them to do this? Let's keep in mind who we are really concerned about and who are actually doing their jobs, whatever it may be.
