The following are copies of e-mails obtained by the Tribune from open records requests submitted to the City of Magnolia. The e-mails include messages sent and received by City Administrator Ryan Kelley, Mayor Jimmy Thornton, City Secretary Debra Brent, City Council member Patsy Williams and Finance Clerk Beverly Standley. SUBJECT: RE: Hotal (sic) Tax Account Issue

 

Hello Debra:

I still am very busy at work. I will not be able to attend the meeting and I don’t know how the process works either.

But, this is what I wanted to say in the meeting.

 

- we should have a separate bank account for the hotel tax funds to keep the transactions more “transparent.”

 

- If we don’t, than it won’t be any different than in the past (same questionable spending out of this (sic) funds.)

 

- I try to agree with Ryan (to some extent) about the government fund accounting, but still, if there is a separate account, transactions will be “crystal clear” and would leave no doubts. If we are operating honestly, than why not get rid of the doubt? The old or existing system doesn’t provide that, at least in my opinion. Once in a while if we take a different approach, it would be for the better.

 

- My this (sic) suggestion doesn’t undermine the current administrators capability to do things right. Ryan has done many great things for the City and I admire him.

I hope many will agree with me.

As you and I have talked, I don’t feel that these funds need a separate bank account, since they have a separate general ledger account already. Since I “cut my teeth” on fund accounting for the first 12 years of my career, I understand this issue a little better than Viren….having a separate G/L account ensures separate accounting of the funds. What you all are doing is standard governmental accounting practice. I will try and talk with him and ease his mind about the accounting issues.

I have two gas cards that I need to get some information on.

Exxon Mobile (number redacted)

Chevron Texas (number redacted)

I need to find out where this (sic) cards are assigned to. Also I need a (sic) email in reference to if these cards assigned to a patrol unit or city car or if they are assigned to a (sic) individual.

I can tell you who signed for them, but the assignments where (sic) up to your department. I thought Crabtree was handling that.

These were originally signed to Captain Smith, then later signed out to Chief Michna for J. Tamborello.
