FROM: Debbie Howe, Lone Star College
DATE: December 10, 2009
TO: Katrina Welch, Special Events Coordinator; Ryan Kelley, City Administrator
SUBJECT: Final Cost for Presentation Folders The printing cost for your folders is: $1,511.11 plus shipping. I will check with you regarding the shipping cost as soon as I know how much it would be. It might be more cost effective to have yours shipped to my office and you could pick them up here. We will probably just email an invoice to you for payment after the first of the year. Thanks, Debbie

Debra, was the time all volunteered? I see the form. Was it filled out? If not, check the minutes and see if the City Council approved or found the Magnolia Music Festival served a public purpose. Thanks, Leonard

Leonard, that form is one that LuAnn made after the music festival. It was passed around to the employees named on the form and they had to declare. The only employees that were compensated were David Coburn, paid and Margie Williamson took comp time. As far as Council voting that it was a public necessity, I don’t know. I will have to go back before the first festival was scheduled in September 2007. Comments (5)

Where in this email does it say she is with-holding something or has a memory problem? She is clear in stating that she does not know and will go back in to records and look. Are you so judgemental that you do not allow for someone to NOT remember something from a year ago? And if so they are dishonest? It seems to me she is doing what she is supposed to be doing and that is not guessing and actually checking into the correct answer. It seems to be a big complaint that city employees dont follow the rules, but here a city employee seems to be doing that and she is getting the bar of soap in the sock treatment.I am pleased to know that things are on the up and up. Lets keep a sharp eye on the lairs and rule breakers not the rules followers, even if it's someone you dont care for.

The email states that LuAnn created the "form", the email leads a person to believe that Ms. Brent didn't know anything, that she needed to check. The memo proves otherwise. The proof is there, if you prefer to ignore the proof that is your decision. By the way, Ms. Brent was the go to girl for the festival from day one.

Being the "go to girl" for the music fest. has nothing to do with being responsible for an important document about how people are being paid. Im pretty sure Ms.Brent was not the office mngr/city secretary at that time.It was indeed Mrs. Drake, so I cant see that her comment about who created the document and pa*sed it around to the employees was misleading. It seems to be right on the money. Again, It seems that she just stated a fact and went about finding a correct answer.Im sure Ms. Brent knew something ,she stated such but she also stated she could not remember and would check into it.I guess it's a difference of opinion and we can agree to disagree. I just dont really know some of the stars of the emails in this paper but in just reading ,the general public cannot see what you may see. Speaking for a few people ... we just dont see the big deal of some of these emails.

A memo from Mayor Jimmy Thornton dated April 21, 2009 sent to Karla Bussey, Arlene Pruitt, Margie Williamson, Candace Randall, Beverly Standley, Luann Drake and David Coburn states the following.
Subject: Reimbursement for Magnolia Music Festival
I would like to take this opportunity to thank each of you for the time you spent helping at the Magnolia Music Festival in March. I feel like it was a success and a good time was had by all.
However; it has been brought to my attention that one of our council members feels you should have been compensated in some way for the time you spent helping at the festival. I have asked Debbie to make a form so you can declare what method of payment you would like to receive, if any. Please declare by marking the appropriate box under your name on the attached form so we may get all payments cleared and we will know our balance in the Music Festival account. We will then know how much we can donate to our charities and still leave enough money in the account to start planning next year's festival. Please return the form to Debbie as soon as possible.
Again, than you for the time you spent at the festival, you are one of many that made it a success.
Sincerely,
Mayor Jimmy Thornton
MJT/db
