The following are copies of e-mails obtained by the Tribune from open records requests submitted to the City of Magnolia. The e-mails include messages sent and received by City Administrator Ryan Kelley, Mayor Jimmy Thornton, City Secretary Debra Brent, City Council member Patsy Williams and Finance Clerk Beverly Standley. Dear Ryan and Debra,
It is recommended that the Contract for funds to Magnolia Miles be to Magnolia Miles as that is what the agenda item states. A member of the public could argue that they did not receive sufficient notice that the contract for $2000 grand would be going to the chamber whether or not it will be used to promote Magnolia Miles, and therefore the citizen did not have enough information to decide whether or not to attend. Further at the previous CC meeting the gentleman stated he represented Magnolia Miles and was asking for funds on behalf of Magnolia Miles.
If the contract does not state Magnolia Miles I would be remiss not to object to it based on the agenda item.
Regarding the July 4, 2010 festival, it has been brought to my attention that it may be held at a site, to be determined by the Community Foundation, outside Montgomery county, albeit only a few miles.
This adds a wrinkle which I am sure will be asked of me, so I will research the issue.
It may be that you will direct me to draw up a list for staff to consider and/or check off when there are possible contracts that need to be entered into so that all pertinent information is considered.

Leonard, The Contract will state Magnolia Miles,
Also, it is not the July 4th celebration that may be held outside the county, but the Magnolia Music Fest. The July Fourth Celebration will of course be held at Unity Park. As you have mentioned, please let me know if Hotel Motel funds are allowed to be used outside a municipality’s city limits or county. Thanks

No thanks Leonard, Williams and Kelley will make that decision. Then the City will pay you big bucks to correct their mistakes like last year.
" A questions was brought up in the council meeting if the city was going to operate like it did last year or did they learn from their mistakes. Learn from their mistakes, you have to be kidding.
They (WIlliams and Kelley) continue to deceive the citizens and even the members of council to this day. In the meeting(AUDIO) I listened to at SAVE MAGNOLIA, Williams knew that the Festival was going to be held in GRIMES COUNTY. SHE SAYS "Don't ask me how I knew I just did" ( pretty impressive) She doesn't even lie well!!! She then makes a statement "I think the contracts have all ready been signed" NO she knew the contracts were signed. And when the gentlemen said the check was signed, THE LEADERS quickly wanted to vote and said that they were going to discuss the matter in executive session (SO they could get their lies straight). The GENTELMEN said before they cut him off YOU signed the check RYAN and who was the SECOND SIGNATURE on that $35,000.00 check?????????
That why the city is in the shape it's in you have leaders running and side stepping the process and making decisions on their own. And Williams probably said she could convince the rest of the council to go along with her decision. $35,000.00 DOLLARSSSSSSSSSSSSSSSSSSSS. MISTAKE "
