Mayor to take over Judge position after Purvis put on leave

Magnolia Mayor Jimmy Thornton is set to fill the position of Judge in the city’s Municipal Court after the city council voted to put former Judge John Purvis on paid administrative leave following a November court audit.

Thornton will take over the position in accordance with an ordinance passed by the council during a March 9 meeting.

The ordinance effectively repeals a 1970 city ordinance that provided for filling the office of Judge by appointment, essentially eliminating the position altogether.

“It did away with the office,” City Administrator Ryan Kelley said of the ordinance.

“That would mean he (Thornton) would be judge until there’s another permanent or interim.”

Although, since the ordinance was passed, Kelley said the city has used an alternate judge to fill in for Purvis.

“We’ve been using our stand-in judge, he’s a man that Judge Purvis had used before,” Kelley said.

The city appoints a judge every two years after municipal elections and will likely pass another ordinance that will reinstate the position and call for a new judge to be appointed in May, Kelley said. Until then, Purvis will still be on paid leave,

“It’s clear that the council felt that the city didn’t need a full-time judge,” Kelley said.  “Far and above what the council felt about the judge’s performance.”

He added that 95 percent of municipal court judges in Texas work part time.

Purvis was put on leave after a Feb. 27 meeting during which an evaluation of his position was held in public rather than executive session, per his request.

Margaret Robbins of Hardin and Robbins Consultants spoke for most of the evaluation and relayed to the council and city staff the problems she found with court procedures and processes.

Purvis said during the evaluation that he wasn’t aware that things were being done incorrectly in the court and said the responsibility of the failures fell on his shoulders, not the court clerks.

And council let Judge go because he didn't use the correct forms or know every law? What does Thornton know? Nothing.

Sorry folks, Thornton is a salesman... he's never been qualified as Mayor and there is no way that he's qualified to sit in the position as a Judge of Magnolia or any place else. His famous words are "dismiss that warrant" so if you have warrants it would be a good time to see him or if you have a pre-trial be sure and show up so he can dismiss it. Never thought I'd see the day ... During the time that the Judge was out with surgery Thornton sit in as judge and everyone laughed.

I second that, I have sat in at the City Council meeting once before and that was enough for me, as a citizen, to know he would not be a good replacement for our Judge , or any other judge, hahaha.. now maybe a car salesman.. yes. (just my opinon)

I hear a cash register in the back ground~Again, the city continues to place personnel in situations that will cost the city money~WOW! A case of not learning from history so we will continue to repeat ourselves

Well, Jimmy is all about himself, he only wants another title to be able to brag, he is like a little kid. The only thing he can brag about is that he held the title of Mayor, but what kind of Mayor, you decide, I think he should be a*shamed, probably the worse Mayor ever. He is not doing the City justice by filling in as Judge. Kelley said they have been using another Judge when Purvis was out, it would only make "sense" (key word) to continue to use him. Keep up the good work, since you have become Mayor we (the City) have become the joke of the County. In stead of the title Mayor/Judge made COURT JESTER is more appropriate.

Worse than Jimmy is the possibility of having Mayor Pro Tem Williams perform the job. Which is worse? 50/50 toss up with neither option being good.
