On July 20, the Tomball City Council reappointed Latrell Shannon and Leonard Chambers to the Tomball Regional Hospital Authority Board of Directors after a request to do so by Tomball Regional Hospital CEO Lynn LeBouef.
Shannon’s and Chambers’ two-year terms were set to expire at the end of this month.
Both LeBouef and Mayor Gretchen Fagan requested that the council keep Shannon and Chambers on the board, citing an extended “training curve” to serve on the board.
“The training curve to serve effectively on the Hospital Board is significant,” Fagan wrote in a statement to the council.
LeBeouf addressed the council prior to the vote.
“I’m a little concerned about losing two more potential board members,” he said.
Jane Tipps, a founding member of the Board of Directors, recently resigned from her post upon her move to Dallas.
According to LeBouef, the board was established in 1976 and is the political body of Tomball Regional Hospital. Among the board’s roles is determining staffing decisions, planning community benefits and the employment status of the CEO.
“They are the ultimate authority for the hospital,” LeBouef said.
The council unanimously voted to re-appoint Chambers and Shannon. April Gray, Barbara Tague and Fred Hudgens had also submitted applications to serve on the board. However, Hudgens resigned as an alternate member of the Board of Directors, stating that he had too many commitments.
While councilmember Derek Townsend did vote in favor of reappointing Shannon and Chambers, he expressed a desire to see new members serve on the city’s boards.
“What I don’t want to see us do is leave people on boards until they can’t serve any more,” he said. “We don’t want to get stagnant.”
The Board of Directors is made up of 11 members, five of whom are appointed by the Tomball City Council, and six self-perpetuating members, meaning they name their own replacement, LeBouef said.
