Tomball appoints new Assistant City Manager after retirement of Coker
The City of Tomball announced last week the appointment of Christal L. Kliewer as Assistant City Manager (ACM), effective Aug. 31, 2009. Kliewer will assume the role created by the retirement of former ACM and long-time city employee Mary Coker.
Kliewer is currently serving as Assistant to the City Manager for Grand Prairie. She has served in many city management roles in the cities of Grand Prairie, Friendswood and Southlake, developing a reputation as a problem-solver and skilled negotiator. She also served as an intern for L.P. Cookingham for the City of Kansas City, Mo.

Kliewer graduated with a Master of Public Affairs in Urban Management degree from Indiana University School of Public and Environment Affairs. She holds a Bachelor of Science degree in Political Science and Psychology from Texas Christian University.
She is one of only 34 internationally recognized graduates of the International City Management Association Leadership Program and is also a graduate of the Senior Executive Institute from the University of Virginia – Cooper Center for Public Service. Kliewer has a reputation for volunteering in the communities she serves and carries memberships in many civic organizations and professional groups.
“Tomball is very fortunate to have Christal Kliewer as our assistant city manager,” said city manager Jan Belcher. “Kliewer brings a level of education, training and experience from cities that range in size from 20,000 to almost 170,000 that will greatly benefit the citizens of Tomball.”
According to Belcher, Kliewer will oversee Engineering and Planning and Permits and Inspections, as well as Public Works and city utilities.
“Her skills in project management, research and resource management will help ensure quality projects in Tomball,” Belcher added. “I am very pleased to have someone of her caliber join our city team.”
