| Tomball names new finance director |

Windsor formerly served as the Director of Finance for the City of Deer Park, a position he held for 24 years. “Tomball is very fortunate to be able to hire a Finance Director of Mr. Windsor’s caliber,” Assistant City Manager Christal Kliewer said. “Windsor brings a level of experience and training that will aid the City of Tomball as it continues to grow and prosper.” After a short executive session at the Dec. 7 meeting, the council returned and voted unanimously to hire Windsor. He takes over the position following the recent resignation of former Finance Director Monica Kohlenberg. Prior to his service in Deer Park, Windsor worked as a staff auditor for Brammer, Begnaud & Lattimore in Port Arthur.
Windsor graduated from Lamar University with a Bachelor’s of Business Administration in both Accounting and Marketing. Currently Windsor is a Certified Public Accountant. Previously, he held certifications as a Government Finance Officer and a Registered Texas Assessor-Collector. Windsor is also preparing for the Certified Fraud Examiner’s Exam. According to Kliewer, Windsor was among approximately 25 applicants for the open position. The opening was posted on a Texas Municipal League Job Board, with the Government Financial Officers Association and the City of Tomball’s Web site. After receiving the applications, the candidates were screened based on the minimum requirements put forth by the city, Kliewer explained. Among the qualifications the city was looking for was someone with at least 10 years experience in municipal finance and five years in a supervisory position. After an initial phone interview and background and reference checks, the candidates were narrowed down to a list of four. Those four candidates, Kliewer said, then met with an Executive Board made of up a Finance Director of another city, an executive from a Tomball financial institution, local business and community leaders, Kliewer, a department director and department employees. Throughout the latter stages of the selection process, the candidates took part in a series of exercises to determine their ability, including a written exercise, citizen role play, an oral presentation and a tour of the city to judge a candidate’s “soft skills,” Kliewer explained. “It’s a very comprehensive process,” she said.
