Tomball receives higher bond, gas system ratings

Standard and Poor’s Ratings Service has raised the rating of the General Obligation Bonds for the City of Tomball from “A” to “AA-“. This increased rating will decrease the City’s borrowing costs by allowing Tomball to secure lower interest rates and will further serve to send a positive message with regard to the City’s approach to budgeting for both operational and capital needs.

 

The bond rating change is primarily the result of the City’s “very strong unreserved general fund balance” according to Standard & Poor’s.

 

In addition to the bond rating increase, Tomball’s municipal gas system received an “excellent” rating from the Texas Municipal League’s Intergovernmental Risk Pool (TML-IGRP). Tomball received a rating of 97 percent out of 100 percent, maintaining its “excellent” rating held since 1995.

 

Each year the TML-IGRP Gas Utility Survey Program reviews Texas gas systems and rates them accordingly. Gas systems are scored and rated not only against the standard requirements established by the state, but also against other gas systems.

 

“The City’s rating was accomplished by maintaining a proactive preventive maintenance program. Tomball has not only maintained an ‘excellent’ system, but has continued to improve,” the city stated in a press release.

 

In 2009 Tomball lessened its unaccounted gas to 0.16 percent, which is 1 percent lower than 2008.

 

David Kauffman, Director of Public Works for the City of Tomball, stated, “the effectiveness of this operation is another prime example of the commitment that our staff continues to demonstrate toward providing reliable, quality, safe and efficient service to our customers.”
