Checking Magnolia’s E-mails - Aug. 24

The Tribune recently filed several public information requests with the City of Magnolia.

The Texas Public Information Act gives the public the right to request access to government information. An officer for public information and the officer's agent may not ask why you want them. All government information is presumed to be available to the public. Certain exceptions may apply to the disclosure of the information.

In a public information request filed on July 27, the Tribune requested copies of all city e-mails from or to City Administrator Ryan Kelley, Councilwoman Patsy Williams and Mayor Jimmy Thornton for a three month period. This request included their city and personal e-mail addresses. The Tribune was given 2,850 pages of e-mails and paid $420 for them. The e-mails are public record and can be requested by anyone. The pages are available for anyone to view at the Tribune offices.

Due to the large number of e-mails obtained, the Tribune will publish a few of them each week in the coming months.

The report is proving to be our biggest challenge due to the prior auditor and different nuiances (sic) the prior auditor did that are not normal for ‘city’ reports. We are getting closer each day. I would still like the opportunity to discuss the draft report with both of you and the overall presentation to City Council as the report will show just how fiscally responsible your Council needs to be given the current financial state of the City.”

I need to (sic) how we have allowed Magnolia Ridge to have free water over the last seven months. This is not a mistake and I want to know how this was allowed for all these months. They are not being treated like the other citizens in Magnolia. If this was to get out to the citizens they would be revolting. If they have not paid by Friday Morning I expect the meter cut off. I want to see a copy of the check and when deposited Friday the cancelled check and the deposit slip. You know that we are trying very hard to cover the note on the water system and will probally (sic) have to raise rates. Im (sic) not happy about this at all.

  1. Change all user passwords to a random 9 digit numbers per Mr. Kelley’s request
  2. Change system so that no user is allowed to change their password.
  3. Give Mr. Kelley a copy of the user ID & PW list.
  4. Change LuAnn’s PW and access her laptop to get the recent opened files for Mr. Kelley
  5. Grant Mr. Kelley system admin rights to the mail server (Goliath).

Magnolia is a fantastic place to live, it has some of the greatest people that I've ever met and my heart goes out to each. Come election time I hope some good and honest folks not only run for election but that the citizens get out and vote. The truth is finally out.

Keep your pa*swords secret
Treat your pa*swords and pa*s phrases with as much care as the information that they protect.
Don't reveal them to others. Keep your pa*swords hidden from friends or family members (especially children) who could pa*s them on to other less trustworthy individuals. Pa*swords that you need to share with others, such as the pa*sword to your online banking account that you might share with your spouse, are the only exceptions.
Change your pa*swords regularly. This can help keep criminals and other malicious users unaware. The strength of your pa*sword will help keep it good for a longer time. A pa*sword that is shorter than 8 characters should be considered only good for a week or so, while a pa*sword that is 14 characters or longer (and follows the other rules outlined above) can be good for several years.

Thank You Tribune for your unbiased journalism and not allowing the likes of Patsy Williams or the Mayor or any of the City leaders to pressure you from reporting the facts and telling us the truth, and if the truth be none this is just the tip of the iceberg. Each and every one of you Special People (Council and Administrators) should be ashamed and resign; you have caused the City enough embarra*sment with your unethical and immoral decisions. You took an oath, it’s apparent it means nothing.

I have talked about Agenda Items since the report of the last audit, when money is moved it has to be placed on the AGENDA, yet to date I have not seen an Agenda Item speaking about moving money and yet an email TO Kelley From Standley / Subject the MAYOR . Please call the Mayor at your earliest convenience. Someone is saying that we are paying salaries out of the WATER FUND. WE ARE. I thought this was acceptable. Who is running the show? What happened to tightening up our BELTS? How do we know what to pay back to the general fund?
THE MAYOR’S special interest project Magnolia RIDGE. Has anyone else got to hunt on Magnolia Ridges property Mayor? Email from John Bramlett TO Thornton, Kelley /WATER CUFOFF. Someone made a decision to allow Magnolia Ridge to GO seven (7) months without paying their water BILL (tightening our belts). Who made this call and how many CITIZENS have been cut off in the past seven months? Why the SPECIAL TREATMENT is this like dismissing warrants? Yet we are paying the note on the WATER SYSTEM, go figure, now Bramlett is saying the rates will probably be raised. We (they the special people) floated bonds for this special project and we are paying for it, is anyone else sick of mismanagement?
Then there is the email To Ryan Kelley, Beverly Standley Subject AUDIT. The auditor says Pressure from both ends; (take your time we the CITIZENS would like to know the real bottom line.) The report is proving to be our biggest challenge due to the prior auditor and different nuisances (sic) the prior auditor did that are not normal for city reports. WHAT DOES THAT MEAN? (I think the City should conduct a forensic audit,) the email goes on to say the overall presentation to City Council as the report will show just how FISCALLY responsible your COUNCIL NEEDS to be, GIVEN the current financial state of the CITY. GIVEN the current financial state of the CITY, does not sound good at all.
Think about it we the people did not make any of these decisions. We have a Mayor, five (5) councilmember’s, and a City Manager who is legally, morally, and individually responsible and accountable for the problems that plague our City. Power corrupts and absolute power corrupts absolutely that’s our leaders they need to GO!

Totally unethical practices concerning the username and pa*swords. These types of policies are not normal in the IT world and are extremely dangerous when untrustworthy people gain access to the network. City employees now know that Kelley has been looking at their emails and documents, but alteast they know now. Why would a manager do something like that?

This statement bothers me to most: Grant Mr. Kelley system admin rights to the mail server (Goliath). I worked with Kelley, I've seen him on the computer, I've personally showed him problems with the Court Computer Systems and even though he saw what was taking place he never understood that the computers had been hacked, open warrants and closed one's printed off, hot check warrants closed out and re-opened as though the person was playing with them to gain knowledge of how to do them. Yes, the name showed on who was going into the program ... Now to think he can handle being in this position, it's definately scary ...

How many records have been deleted by Kelley? To have employees pa*swords sounds like Kelley has no trust in employees and must keep a close watch upon them. Kelley has probably been ordered by Williams and Scott to report to them any employees that appear to be questionable, hence termination will be close at hand.

Why dont all of you start focusing on positive things you can do to contribute to the City of Magnolia. Poor leadership or not it is the citizens that make this community what it is and we have to stand up and volunteer and bring forth ideas to make our community a great place to live and work. I bet none of you volunteer your personal time to do any good for the City. There are many programs from "Green Up Magnolia" to S.O.S. that the people at the City have nothing to do with. I say stop wasting your time sitting in front of the computer and reading this negitive "news" and start putting positive energy into our Community. If not then move out of it.

I agree with enough. We hear you angry typers!But it's getting old. The same people on the same sight fussing about the same things every week. Step up and make a change. Do something to change the wrongs. Please keep in mind that some of you are not innocent. We are looking at the leaders now that are making mistakes but back then you all made some pretty bad moves yourselves. You might not want to cast that stone just yet.We the "other" people of Magnolia remember way back when the former leaders made messes and told lies and so on. So, while I agree things need to improve I will also keep in mind they dont need to go back to some of the old ways and just because some people dont like others does not mean you can distroy their lives. It's called a personality conflict. Nothing more. There is a difference between standing up for whats right and just hurting others because you dont like them. I'm going to start my day tomorrow by volunteering to do something good for our city.That's right our city.

These are the same people. The only good people that were ever on council were Richard,Delbert and Somie. They attempted to hold everyone accountable and took care of the CITIZENS.
They are no longer there and it's the same gene poll making the same mistakes only on a bigger scale. I think you need to wake up and maybe pick up a rock because the window needs to be broken.

How could this happen....how could so many stupid people end up running a small town. There are lots of smart folks around here...how did we end up electing and supporting these criminals and thieves. Just look at us...a gestopo police dept., a judge that must be nuts or just plain stupid, and a sting of mayors and elected officials that are so uninformed that they could be replaced by a log and nowbody would notice. Round em up, move em out...now. By the way, I just put my Magnolia home up for sale,, I'm getting out of this sewer of a town.

Who's more stupid, the people elected to run the town or those who elected them? These same yahoos (Thornton, Williams) have only been up to the same tricks for, I don't know, YEARS now! Who says that small town elections aren't important?
